I wonder why Saber built 4 mobile sams?

SABER can bomb The Nursery from one of their islands - which means we can bomb their island from THe Nursery. Maybe the mobile SAMs are to keep their island safe. Or it could be that SABER/FREE can also bomb each other somewhere without using carriers.
