How to edit powerratio?

I would like to have my own weight on stuff included in the power ratio. For example upgrade Military Tradation and downgrade Music, among other things. Hope it is an easy tweak of an XML file. I am running the BUG mod in my games.

PS: will it effect AI behavior?

Various items get rolled into power ...

- tech
- population
- units
- buildings

... and they should all be open in the XML. It may impact the AI behavior regarding builds. It will obviously impact their behavior if they use the power rating (eg war declarations).
