is there a way to change individual gfx of the units in civ2 classic ?

i want to change the settler to a wagon like in civ1

Yes.That is one of the strong points of the game.You can change pretty much anything.Icons,units,terrain,cities you name it.

Here is a link to my personal fav modpack/graphic facelift for Civ2.

The settler unit is replaced with a covered wagon in HiRes.

...and thats another good thing about Civ.You can use what you like.Take units from one mod.Terrain from another.Or mix and match your own set of favs.
You are limited only by your imagination.

I dont mind the settler graphics. When they get in a fight they wield their mighty spades with deadly skill.

Yes! Infact, all modpacks are created by users! Just modify certain aspects of the game, like graphics, units, advances, rules, etc. You might want to pm John Valdez to get more info. I'm not a scenario designer.
