Mission Statement: From Article E of the Constitution ~
The Domestic Leader is responsible for all issues domestic not handled by the President. Organizes decisions about settler placement. Organizes departmental and provincial budgets. Is Governor of cities that do not have a Provincial/Expatriate governor. The Domestic Leader will also be responsible for all the duties of the game's Cultural Leader.

Also from the Code of Laws ~
Discussions on city placement will be initiated by the Domestic Leader. Any citizen may post their opinion on any location.

Something that needs decided is, where to build the Forbidden Palace?

Minister CB, because of the way TO arranged the cities in Former Fomorach Land, I believe the best city to now be home to the Forbidden Palace is Glynnis. Thoughts?
 
My criteria in solo games for the Forbidden Palace is on a river for commerce and no need for an aqueduct, lots of shields available and a decent location so that it can be built in 100 turns or less.

I've took a brief look.

Forbidden Palace
Forbidden Palace looks best in Maeve. It will complete a factory in two turns. FP only takes 200 shields; Maeve produces 18 good shields per turn. I'm not sure how the calculation works on the factory; my guess would be that it would produce around 27 good shields per turn, which would complete the FP in 8 turns or so.

Hoover Dam
The wonder costs 800 shields. Even in Rhiannon, our current best producer (21 spt, net), we're looking at 40 turns. Do we need it/want it? Don't know.

Factories
For the moment, we have only factory being built, in Maeve. It will finish in two turns.

In our core cities with good production (Rhiannon, Molly, Tara, Caitlyn and Moria), it might be wise to switch to factories this turn. Rhiannon is just starting a bank, the other four are training Riflemen. Caitlyn will take 16 turns to build a factory, the others will take less. We have many other cities also training Riflemen and all will be vRifles, thanks to Sun Tzu's Art of War in Constantinople.

Sun Tzu's Art of War
We can sell the barracks we built since we control this wonder. I think they sell at 10 gold each and require 1 gpt in upkeep. We have at least three to sell. We might want to wait until the Byzantine are dead before we sell our barracks, in case the city flips back to them (unlikely, but possible).

Railroads
We need to rail to the front lines down south, so we can move units more quickly into the Byzantine war.

I would suggest (this is my personal preference) that we group our workers and slaves into seperate stacks, as much as possible. It makes it easier to count the Worker Turns in a stack when the stack is just workers or just slaves. Again, that is how I do things. I just offer it as an option.

Domestic Recommendations:
  1. Sell unneeded barracks as soon as it is safe to do so, since we now control Sun Tzu's Art of War.
  2. Build the Forbidden Palace in Maeve after the factory completes.
  3. Change the Rhiannon, Molly, Tara, Caitlyn and Moria city builds to factory.
  4. Rail to the Byzantine front.
  5. Debate on Hoover Dam.

However, winning the war comes first.
 
We learn The Corporation in 1 turn, +59 gpt, with 687 gold in the bank.

Byzantines have two cities left on this continent. Persia is at war with us and has Military Alliances with both the Ottomans and Greece on us.

Luxuries
We have only three native luxuries: Incense, Spice and Dyes.

Ivory is near two Ottoman cities; Aydin and Antalya. The latter is actually built on Ivory.

Three Gems beckon near Tyre of Persia, in the mountains. Up the coastline, and isolated from most of Persia, Zohak claims a Silk, but we would need to build a city first before we took Zohak. The Silks are too far away from Zohak; they would go to the Dark Blue instead of us.

Down near the South Pole, the tundra city Pasargadae of Persia is adjacent to two Furs.

All the Wines appear to be in the Land of the Panzers.

Domestic Minister recommends we grab another luxury from one of our foes, and is not picky about which one.

However, we have only one Caravel in our inventory at this time.

Specialists
We have many clowns in our cities but no taxmen, geeks, cops or hardhats. That should change soon, once our expirementation/investigation of the Forbidden Palace is done.

Domestic Recommendations:
  1. Once we decide to fight overseas, gaining another luxury should be a priority.
  2. Need to use our specialists.
