    This could work as a custom civ. Either with a different faith path, or built in to their abilities. You could even remove workers from their game, letting another unit build roads. Compensation for the loss of strategic resources would need to be great.

    A total guess, but I'm not sure civic and reform will pay nice in multiplayer. Try using mod ige, the in game editor to see if anything looks wrong.

    The ai performs well with this civ, bit it did confuse that some of there units get the incas bonus, and it was only clear why when I visited this page. Great work.

    It sounds as though a new mb, cpu, with onboard graphics would do it best. Could be cheaper than agpu, and leaves that option open in the future. New, fast, cpu (speed>number of cores) will also have the advantage with turn times

    excluding solar and tidal, I think that there should be a chance of consequences for building a plant, possibly best dealt with by events. A hydro dam should generate more benefit that most other options but may lead to flooding/drought elsewhere. Like real dams do Nuclear plants...well, no...
