I've had this issue too - please see a quicksave attached. Tomyris is just about to win a diplomatic victory, but at one time she was in the race for a science victory and then inexplicably just stopped developing new techs.
It's happened to me twice now - once in my favour and once against me. In my view the DVPs should only be given to the player once they've been added up, and not in sequence of the votes themselves.
