All they require is a little strength boost so they have like 5 more or something then infantry.
This makes them an option over infantry while not excluding infantry who can still promote where marines cannot.
Really, I just had a game where I started coastal with some flood plains a single hill and 1 forest. The rest of the tiles where either jungle or grassland and 2 plains.
I had 0 production resources nearby having only dyes and a whale. Needless to say production never really took off.

My last two games I used autocracy to win diplomatic and cultural.
besides the gunboats nothing really helps with Diplomatic, and the cultural bonusses seem to small to help. In fact the first game I tried to go cultural but ending up get gunboats and going diplo because cultural wasnt going...
I started out with Brazil because of the cultural bonus and that being the new mechanic. They where way more powerfull than I expected that UA and UI proved very strong, didnt get to try their UU though.
Next was Venice, who proved to be a economic powerhouse. I had fun but won't play them...
Just wanted to share that,
my last game of Portugal went Autocracy for the culture because I still needed that achieve. However Poland had many wonders and appeared to cultural too properly influence.
Then Gunboat Diplo.. 4 boats around a city state.. wait a few turns, another ally. And...
Probably a game with Brazil trying out the new culture game.
After that all the other new civs in a yet to be determined order, then the changed civs if the changes are changing enough. :lol:
Austria certainly doesn't need reworking, the effects of marrying into city states is vastly different then Venice's puppeting. They can still build settlers aswell, I don't see why Austria would need a change.
