Your analysis seems about right, though it is also possible to chop or Engineer a Wonder mid-turn to trigger this bug. Just happened to me with Potala - I can post a save if you like.

I cannot access any diplo screen to declare war, and the icons are bugged (they get "stuck" on initial civ) in the multiplayer game lobby.

This is absolutely maddening! I always want to queue multiple techs to save time and there is no instance where auto-closing is ever helpful to me.

In multiplayer game lobby, the icons for each civ don't reflect what each player has chosen (although the text is correct). They appear to get "stuck" once I join a game lobby. I have EUI v1.26a.

TIL you should always take the purple policy before the orange (free) policy, when you can do both. Taking the free policy increases the cost of all future policies!! :(

I just experienced this same bug. Jungle tile with Trading Post adjacent to my border belongs to a friendly civ. GG cannot build a Citadel! This thread duplicates another bug report from 2012. EDIT: bug vanishes when I declare war on the tile owner - now I can construct the Citadel. Weird.

If you really want Petra pre-80, especially if desert is in expansion city: -Oracle to finish Liberty, take GE -GE builds Petra Only worth if desert is big; most of the time GS from Liberty is better. Also you miss out on Pyramids while you build Oracle.
