    I'd say both are right. Brazil are not getting much richer, but the living conditions are indeed improving. If you look to the poor, the country has been getting richer, creating jobs and distributing wealth. If you look to the middle class, the taxes are higher, the cost of living increasing...

    Actually, a "free" pass to public transportation for everybody could be a sensible policy. On cinema, maybe a better solution to benefit students and the elderly would be more dicounts based on time. At a wednesday afternoon the cinemas certainly lose money with those empty movie rooms.

    Some brazilian cities, even somewhat poor ones, already have "Free WiFi". A public option for internet service. The speed of the connection is lacking though, and any decent speed internet is very expensive in Brazil.

    In Uruguay they are discussing legalizing marijuana and instituting a state monopoly over the production. Then each citizen would have a quota they could buy for their own use. Apparently the drug could become cheaper and of higher quality. :D
