what does the seed generate? the grassland ,plain ,mountains only or the resource on them? does it contain the City states and other CIVs?

the +2 modifier is from the first envoy of a culture city state, the first envoy of any type to your capital, (+2 hammer , +4 gold ,+2 culture) is always called modifier. so this is from a culture state, you get +4 from the 6th envoy, but the +2 is to your capital only

The manual said not all special ability consume great people,great general is one.Is the culture bomb the another one that doesnt consume great people?manual mentioned "spend" in engneer merchant and scientist,but not artist

i found several mistakes 1 first time when it describe the range combat,it gives archer as a example,it says archer has 7 combat and 8 range combat 2 it says removing jungle always get a plain,but in the charts of basic terrain.hill can possibly featured jungle.is it that when u remove jungle...
