Do everyone need to own a scenario pack to play multiplayer?
You can play in regular (non scenario games) with people who are using the DLC civ's even if you don't have them, though (: Like I could play with someone who is using Australia in a Pangea FFA even if I don't have the DLC.- Aslevuli
