I didn't really mean this for people to cheat but meant it for modder's rapidly test but here is some simplified directions.
1. Goto: %Civ4 program folder/sid meier's civilization iv beyond the sword\Beyond the Sword\Mods\Rise of Mankind\Assets\Modules\Custom Civilizations
2. Drop my cheater directory in there.
3. open: MLF_CIV4ModularLoadingControls.xml in notepad
4. Add below this:
<Module>
<Directory>Wales</Directory>
<bLoad>1</bLoad>
</Module>
The following text:
<Module>
<Directory>Cheaters</Directory>
<bLoad>1</bLoad>
</Module>
5. Close and save the file
6. Rerun Rise of mankind. The leaderhead name is honest abe (I used abe default form for it's leaderhead if your running a custom single player but honest abe is apart of the elite empire). If your running a quick play game, the civilization full name will be **Uber Elite Empire** it will be located just below random at the top of the list.
7. Have fun being able to dominate most maps in one turn.
