The .dll file is safe ofcourse. It's actually identic to the .dll file of the former patch.
How should you trust any mod published in the steam workshop?By installing them you are downloading a lot of .dll -files.

I always play till the very end, if my last city is under huge siege I look that the attacker gets hurt as much as possible.If I'm winning I still play till the very end and sometimes even more. I just like it to see my empire growing and growing in all areas...

Yes.A friend of mine often played with modified folders with me.So we for example removed the X-Com Squad just because we don't like that unit.Each player in the mp party has to have the same modified folder, otherwhise there will be resynchs each turn and everything what happened in the game...

I'm sorry if I said the mistake is that votes of independent nations are counted. Even without any independent city worldwide the number of total votes is still way too high. The bug is caused somehow else.
That AI hates you because you are at war with them is already represented by the diplomatic penalty "This war spoils our relationship"

I noticed that the votes from independent nations also count to the total number of votes although the independents aren't allowed to vote in the United Nations. Maybe we should substract the votes from independent nations from total votes or allow them to vote for a candidate.
