    If the captured city had a theater zone not on hills, when city is captured it does not translate into an acropolis (presumably because not on hills), and the map shows no theater zone. BUT it appears in the list of zones (and you can't make another one), and you do seem to get the culture...

    they do, or If I denounce when I am able, they do. The problem is that you can't declare war even from a pre-existing CB, ie until the denouncement runs out you can't declare war on that civ at all, all CBs are "greyed out". Which is a bit bad really.

    Settled my peninsula, had a million year war with Toku just to keep him down. Keshiks are not that great, for taking 60% cities anyway, but ok for pillage I suppose. Qin and Mansa are up on tech. Problems all associated with NORMAL speed and trying to be warlike, it just doesn't work well...

    Personally I agree with this fundamental principle. Its NOT the financial trait that seems overpowered :mad: , its the cottage strategy which makes things unbalanced :sad: . So far I have *not* seen any suggestion that tinkering with the financial trait will make the cottage strategy less...

    The fact that the AI uses towns isn't relevant. It's that fact that they are a dominant strategy on most maps for most traits for most civs. They beg the question "Why do anything else, nothing works better" That is why they are unbalanced.
