    Played as China against Japan on a TSL map, they had the highest culture in the game. Sadly (for them, and Korea) I got a lot of Frigates :)

    Are you talking about the game Magna Mundi? That was a popular mod for Eu3 and was supposed to become a real game but then it got canceled.
