Immediately. I want to get as much playtime in with the pristine version before the ultrarealist lobby has a chance to ruin a core game mechanic (see July 2019 cav nerf).
The July 2019 cav nerf update removed a dimension of play (the medieval-modern era blitzkrieg) thereby diminishing the game & making warmongering more of a slog.
I'm not sure when the ratings started to spike & haven't played more than 3 games of Civ6 after July 2019 cav nerf (I have 5797 hours logged on STEAM), but think the reason the ratings are increasing may be Humankind. It's just not nearly as good a game as Civ (so people are happier with Civ)...

I'm neither here nor there. Maybe there should be hardcoding increasing the asking price when selling great works to Eleanor or civs close to a CV.

Wish I could offer something helpful but I've by and large soured on the game post cav nerf and haven't kept up with the updates. Infantry/anti-cav is too slow to make this work IMO. I mean, it may work, but not as presented in my original post.

This strikes me as Breaking Wind/Passing Gas. He seems to have taken the Divine Wind ability to a whole 'nother level!
