I also would like to know if it's possible to edit the save files to change your civ. I've made a World War 1 scenario entirely through IGE with 62 civs (including releasable nations) and I'd like to actually be able to replay it as another civ.
Is any of these 120 civs this one? I also get similar results to yours whenever I activate that Great Perm mod, I'm unable to purchase anything in my cities which follow any major religions.

I just don't like them in my domination only games and I'd like to disable them completely.
Is there a mod to disable them? Or can someone make one if it doesn't exist? plox.
Try downloading the In Game Editor mod and use it to remove one of your policies and then select a new policy the normal way.
I never got into that situation so I don't know if it'd work but it's worth a try.
