You aren't, you are supposed to lose that quest! That happens in vanilla civ all the time.

Most of the American Military in Germany is stationed in Frankfurt. Sometimes they live off base (especially the ones that have their family with them) - and they usually prefer English speaking, which I imagine you're better at than German. Might have better luck that route.

yes yes, but its a smaller penalty in the early eras. With nationalism and Occupation, you get a positive bump for taking a city, which is greater than the raze penalty in early eras, but not in the modern era :( Either that, or im just getting a greater penalty for razing russian cities...

I don' think so. Maybe if you play Carribean and play as the british - there is a large land mass on those maps near Europe, but they are on the southern border only (UK starts on the north, usually).
