I am a bit dense when it comes to technical thingies and have no idea what all that...
I'm thinking "chemical" weapons. A bit like an ICBm but affect infantry and population only...and a new promotion too "NBC warfare" allowing units greater chance at surving a chem/bio or nuke attack.
I think I remember seeing a preview which metioned a Medic promotion which will alow units to heal other units. Was I dreaming?

I think that given that the health of your citizens now deepends partly on access to fresh water it could be possible that if you fortified a unit over an aquaduct square it might cancel out the benefits of it to an enemy city. Im sure in ancient times besieging a city and cutting its fresh...
I don't think i would raze it (if possible). Imagine your at war with a nation and you take a holy city, not only do you get an instant line of sight to your enemys cities(presuming they are the same religion as the captured holy city) but you start draing gold away from your enemy...also gives...
I think they are a great idea. The idea of "generated" resources is brilliant. I can already see the mods now....coal and iron in a city limit allows construction of a steel works. Uranium and fresh water...enriched plutoinum plant! The modding prospects are excellent.
I think the main reason they've included these new limitations is to allow the AI and human player to fight a nuclear war on a more even footing. In Civ III the human always had a big advantage in that he could target whatever he wanted with his nukes, stacks, resource squares, infrastructure...
