Maybe they could nerf mountains: 1 science for every 2 mountains or simply add science bonuses for pastures/farms on resources.
Agronomy is directly tied to science. Or, at least, as much as mountains and jungles are.
For me, the general rule is:
Capital: campus first asap. government plaza as next district if 2nd city has good campus site.
2nd city: campus first if good adjacency bonuses. government plaza first if bad campus site.

It happens every game. If I have auto end turned on and the AI turn is finished with another civ leader interaction, or with unit combat, the very next turn is completely skipped for me, as if I had moved all my units and managed all the production/tech/policy research.

I forgot to mention how I think that Vanilla Civ did it right with encampments allowing you to build special units with only 1 source of strategic resource. Unfortunately, the GS changed that. Maybe the could bring that concept back: Units could cost only half of the amount of resources.
