Tried switching to DX12 in the launcher, and the bug has not yet recurred. EDIT: Oooops... now it CTDs instead of hanging. Not an improvement.

Windows 10 Home 64-bit running on an i5-8400. Steam version of the base game plus Rise and Fall. No mods (ever). DX11 selected in the launcher. The game hangs on the in-between-turn, with the "other civs taking their turns" message displayed. No CTD, and I still have access to some of the menu...

After 24. Ne4 Stockfish on depth 20 gives 24. ... Qe5 with a fairly easy win for Black. Certainly it's too late for White to hope for an advantage... Black has been in the driver's seat since 10. e5.
