    Since the scenario IS based on war, the numbers shouldn't represent pop, but manpower. As nationalism spreads, more men would be available as women took their jobs. Baby boomers were AFTER the war ;)

    Dynamic Game Speed

    Something simpler may be Empire Earth. It's options allow you to start in a certain age, but you can't advance technology if you set it on 1 age. Because.. slowing down time to play in one era, then speed up to get through things you dont like.. eh... I wouldn't know where to start in...

    uh i got civ 3 christmas last year... so basically its all of the expansions.. i think its called gold or something.... it plays every scenario i load into it
