For me, the problem was caused by Terra Mirabilis turning itself on after being marked as compatible with Gathering Storm. I wish mods wouldn't automatically activate this way but oh well. See if that mod is the culprit for your problem.

I wonder if the new oil rig would be an improvement that you can place in any ocean tile, and require an oil resource on them. That seems to make sense to me since it would be weird to see oil on the surface from deep sea deposits.
