I've managed to load it and play a turn on my MBP. But I also just updated Civ VI, so maybe that's the reason.

IMHO the answer is having a sea animal unit like you have lions and bears on land. But too make it possible to safely travel in galley it could be it sea equivilent of a Wolf. With 1 strength it's not gonna kill a galley but you can't outrun with a work boat. And it wouldn't come within your...
