The AI head dev saying in all the sims he has seem the most capitals cities he has seen changed hands is 3. That is crazy to me, how many simulations have they done? Surely a civ would snowball and stumble into a domination victory on a pangaea.

A big part of city-state diplomacy is being able to levy their units. Most of the city-states had warriors, archers and catapults in the information era. Regardless of the reason that is just bad design.
Now I know why some publishers are so strict on what they show, the longer this game has gone on the worst it has gotten. Literally nothing is happening at this point other than all the Civs seemingly passively building towards a science victory or culture victory.
I'm no expert on this but having to need strategic resources for 'core' units just seems like a flawed idea. Surely strategic resources would be better used for secondary and tertiary units, that way it doesn't impact the flow of the game.
In all the games I've played so far, Shaka seems to annoy nearly every other Civ extremely early, so I bribe my neighbors and his to declare on him. It hurts my income early but it seems cheaper than trying to deal with him mano-a-mano. I don't really go for domination victories really ever, so...
Yeah. Finding two+ nice coastal spots early and getting out units to defend the cargo ships can be tricky though. Would probably have to do a iteration on the build.
Yeah, this is the downside to getting attached to specific openings in mostly random game generation situations. I still do it all the time. You're not always going to get the conditions you need to do a strategy optimally. You won't get the 250ish turn win you wanted but that's what makes the...

It might be a little late but building the 4th city after Engineering has nice synergy. Aquaduct + additonal trade route.
