Panzer General (anno 1994) had a very easy solution for that: there was undo command - as long as you did not discover new info (unit in the fog of war, etc). It could still be abused (recon had 8 moves, so you could take step by step until you found something) but it is a good system overall.
You get a free settler as a Liberty social policy - but I am not sure what you mean - please be more specific.
I do not think anything that you play with AI should be considered cheating - anyway you play for fun, right?
Conquer the enemy holy city. Bring an inquisitor to the city. Use the inquisitor's ability (the unit is consumed). Holy City: gone (I never saw the above mentioned Unity of Prophets belief in AI civ). That religion has to be eliminated in every other city as well, but removing the holy city...
So after 5 or so turns the worker moved away and I could capture the city. Still very odd. It must be a bug. It was originally Shoshone city and Americans captured it - so the worker should have been captured in the city OR if outside then it should not be able to move inside.

I spotted two bugs in my current game. The first is really annoying: I cannot capture a city because it has another AI unit in it (=America captured an Shoshone city but for some reason the Shoshone worker is in the American city). Interestingly I can bombard it as long as I dont use rightclick...
I usually road and railroad all hexes in friendly city states so that my units are not blocked in case I need to pass through. Is there any drawback on this strategy? Does it bankrupt the city states? (I am not paying for those roads/railroads, am I? I know I pay for those in neutral territory...
I just put all of my cities on working this, then they finish it relatively fast and hopefully deny the AI some perks. (I have usually 3 non-puppet cities)

It's harder to rush you and also you are probably better general than the ai and that works better when you have more time and room to maneuver.

Oh I see. Barbs won't spawn behind you. Boats will spawn. I am unsure whether barb land units can overstack in camp but that one unit will probably attack your unit.
