I would miss governors in my games if they were removed. We've all built strategies around using them, I'd miss Magnus, Pingala, Moksha and Victor quite a bit.
Governors got changes made to them in Gathering Storm that enhanced them and made them much better to use. I don't think they need a total revamp as a mechanic, they work differently from Great People for a reason.
Which part of the republic? Late republic was awful and no golden sge of any kind, Augustus and then the Five Good Emperors are Rome's main golden ages.

I think Cardiff will probably replace Toronto. Toronto gives industrial zones and entertainment complexes extra range and Wales is known for its industrial history. Mexico less so until recently honestly, I think Mexico City will have its own bonus.

I played when Civ VI launched and got Rise and Fall when that came out, I'd never go back to base game. Rise and Fall is just more features and some better tweaks, I see no reason to ever go back to base game.

1. They plunder me all the time, I know if I go to war with someone I'm trading with it's almost a given they'll be plundered.
2. With AI+ on I've noticed them use support units, including battering rams. Otherwise, no.
