    I don't see knowing tendencies as a wrongful inherent advantage. Governments know the tendencies of other governments and move accordingly. Knowing how a rival will react is the key to diplomacy.

    I might go back a turn and reload to keep the unit in the City-State's territory and see if he still moves to protect them. Since I am already at war, I can't get a hit for declaring on them, I just want to avoid taking on another civ just yet- and I have other more annoying civs to deal with first.

    The Value of Religion

    The isolated start advice above from Jolly is important. I've been stuck on continents with Toko -who never seems to open borders until well into the game- and warmongers who don't found religions. If you don't found one yourself, you can quickly get into a lost game.
