I want to be able to build my palace again like in the older versians . You could even make it a diplomacy modifier depending on its size compared to the size of the oposing civs

I dont know about reducing the borders but it should cut off all its suplies regaurdless if its in the border or not since the point of a seige is to starve a city/fort of supplies
