    Yeah, this is one of the edits I always make after updating. I know the xp cap is to stop humans cheesing it by farming barb camps to make super soldiers, but I don't do that and I only play single player, so I uncapped it by setting the cap to - 1.

    Not a bad idea. Or, to tweak/clarify my concept - what if the Legion CS bonus didn't scale with size difference? Say, 20% stronger against any civ with fewer cities, no matter how many fewer. Not sure if I had implied that it would scale with the city delta, but that wasn't my intention.
