Very simple. After your first city or two stop building settlers at your capital and instead use a city you want to prevent from growing to produce the settlers.
Personally, Tourism should improve the gold you get from trade routes to city states/other civs. Makes sense, popular tourist spots are more profitable than ones that are not. Would give a reason to invest in early tourism.
