My only (holy) city for Buddhism has been converted - I know it will gradually come back but it's been probably about 150 turns now and I still haven't got it back. Is there any faster way to get your religion back if your last city is converted?

Welcome to the forums. You don't use work boats to work tiles - they build the improvement (using the build improvement option) then citizens work the tile.
