My pick would go to either India or Greece. Why? Both have early starting times to give the most turns for building culture. And both have unique advantages: India you can found at least 2 religions easily and build lots of culture early and Greece's UP allows you to pump out GAs easily...

Rome's UP is very powerful, it is like having the railroads or industrial era roads in the classical era and avaiable throughout the entire game! Unlike some UPs it's usefulness is not only useful in one era or specific time period but in every one! I think the Spanish, Portugese, Mongolia...
