    My pick would go to either India or Greece. Why? Both have early starting times to give the most turns for building culture. And both have unique advantages: India you can found at least 2 religions easily and build lots of culture early and Greece's UP allows you to pump out GAs easily...

    The best civ?

    Russia. Load time shorter than Americas, not as isolated as America, get to play in more differant eras of the game, one of the best UPs, and can create the most powerful civ in the world without declaring war on anyone. Though warring with Russia is fun! :)
