I'm not really sure what the point of that would be. The game is only available from Steam and it's really easy to get the mod from the workshop there.

I didn't replace any files per say, since they are not in the assets folder. It's also DDS files, like "alfa_desert_d.dds" and "bravo_plain_d.dds"

This didn't work for me. I tried both placing my mod in the DLC folder, and putting my textures in the Assets folder. Do they need to be in a specific subfolder? What assets did you replace?

As my mods only edit textures, no XML or LUA files, i would have to agree with teinedraig that it might be a bug with Civ itself.
