    I certainly have run out of promotions every game that I've built apostles in, both pre and post-patch. I tend to buy the bulk of my apostles after the AI early rushes, and that definitely limits my supply of the good promotions.

    I view it as an exploit. It's way too easy. The fun part of the game for me (pre-exploit fixing) is figuring out how all the various pieces fit together. If you stomp on the AI early, then you don't have to make hard decisions about anything the rest of the game.

    Have you already converted a German city? If so, then the German AI is perfectly content to keep on pumping up missionaries and apostles from it, even though they will have your religion. And of course, your apostles won't attack a missionary of your own religion.
