Well, I don't think magic items are essential enough to cause a delay in the game start. :)

I think almost every race can make their own magic items. Some are better then others, but for simplicity's sake, I'd say everyone can make them. Maybe give the Dwarves a special rule that makes them better at it, at the cost of an extra penalty (maybe make them weaker at magic spells?)
