SO what your saying is that due to bad luck you lose sometimes? Very true, but isnt that the nature of gaming really? You dont win every game. So what? In the circumstances you describe, I'd play until I was sure of the loss, then start another game. Thats the beauty of it.

Prince for me. I dont play a ton so Id be surprised if I ever need to move up beyond Monarch in the future. As long as I dont know at the outset that I am going to win, Im happy.

It is related in that it shows that there are many ways this game is playable. I would say you chose a rather obscure path to victory, but it was still a legitimate game of Civ.
If one states that you have to do something, it only takes one case of not doing it to disprove it...
Your thinking of Civs cultural border as equal to real world political borders ( as on a standard atlas type of map ), and I dont think its as concrete as that.
With Iraqs governemnt in chaos and under outside control ( influence ), those sharing religious ties with Iran ( culture ties?? )...

I play a variety of maps types ( based on what type of game I'm in the mood for ), standard size, normal or epic game speed.
Never play scenarios at all.
The problem with that Barmer is that a hill tile does not represent one single hill, but a region of hills. Its reasonable to say that the defender chooses the high ground I think, and therefore gets the bonus.
Attacking from a hilly region into a flat area means you leave the hills behind...
Ive seen the announcement when AI cities get legendary culture and Ive seen them trying for diplomatic votes, so theyre going for those victories.
