Have you tried clicking on the city name to change it? I think that's what it told me but I never changed it.
I did notice that thing about the percent of ______ religion in city not being present.
I've noticed some AI civs tend to expland really quickly though, and while I had two cities they had about five. I think it might have been my crappy luck vs. barbarians.

I pre-ordered today after god knows how many rants on the changed graphics, different system, system requirements, and everything else i could find to rip into the game before it even came out. It feels damn good to know the day this game comes out i am going to be able to waste my time playing...
The difference with civ is that you don't expand on your palace yourself, like the governments you are thinking of. You have ot earn it meaning that your citizens were happy to begin with.
What if your citizens could destroy parts of your palace during riots?
I'm thinking right now that it's going to look like age of mythology or Rise of Nations (although RoN wasn't as bad looking as mythology) but looking at those games just dissapoints me.
