Try going straight to the Uploads5 folder and getting it there. The broken link happened to me in a succesion game, but i found I could get the file from the source.
I don't know about PTW, but in Vanilla Civ3 the Costal fortresses cost no gold upkeep. I've even built them in one game, in all my costal cities, after early wars with jerks on other continents left some ironclads bombing my improvements.
Edit: And let the AI build its distant cities...
