Put your armies in the field and kill/capture anything that comes from the ai. If they are stronger, take your new worker and retreat to your capital and wait for their armies to come. The ai usually won't settle cites while at war until they are desperate. And then, they'll send them out...

I was having the same problem someone suggested I do this and it worked for me.
1. Open up your config.ini (My Documents/My Games/Sid Meier's Civilization V/)
2. Look for the following line: EnableGameCoreThreading = 1
3. Change it to: EnableGameCoreThreading = 0

So go back and do honor instead of liberty. I guess I overlooked the defensive buildings giving happiness. I was thinking I would have to paralyze my army by using them as garrisons.
