I’m playing civ 5 with Vox populi customization. Will it keep working if I upgrade to windows 11?

I get to about 250 turns and then I cant build anything in one of the cities. Im using the september vox populi, playing single 6 opponents large map. Anyone else run into this? Is there a fix.

FYI I’m playing on a Mac using bootcamp. I don’t know how to take a screenshot shot in bootcamp windows because the keyboard shortcuts aren’t available because the keys don’t exist .
