Civ4 was best. I miss worldbuilder. Most games, i would from time to time load worlbuilder and apply a touch or two to the map to suit my purposes better. Districts only make sense as a form of playing with terrain adjacency bonuses. Why would you want districts in the same tile? Just remove districts altogether. Based on the release dates of all the Civilization titles, 6 should have been at least announced. Civ 4 came in 2005, Rev in 2008, Civ5 in 2010, CivBe 2014. Firaxis is big. They should be working on it right as we speak, and, I would bet, in a very advanced stage.
