They fixed garrison due to the AI not using it correctly. My biggest beef with it, due to 1upt, is that having a unit in a city tile prevented me from building a unit. Has that been changed?

Havnt had it happen but I havnt gotten that far after the last patch.

I miss city flipping/tile flipping :/ I also miss having cities not so spread out around the map. I like the idea of an exhange system as you have it, as most games when trades between empires also improve relationships over time, don't think itll be added Civ though. :(

This also mainly depends on what game speed you are playing, I find epic and marathon a lot faster to win culturally (smaller empire build) WAY before ever even researching the required tech, non-the-less building, the UN.

I only ever used citadels in extreme defense or at a choke point, as it usually would take up a tile my city needs. In doing so, I rarely had a use for great generals. When I use a citadel, my best defending unit is in it, while my range are set up behind it, forts eat upp too much...
