Blitz allows a unit to attack once for every movement point that it has. So if your unit has three movement points then it can attack up to three times that turn. Without blitz it can only attack once and the remaining movement points can be only used to move it.

Nope once the unit is upgraded it can generate a new leader once it again reaches the elite status. I have tested this in vanilla civ. Also once the military great leader is used, you can generate a new great leader, even if it is the same turn.
I have put together a test scenario that shows that the bonuses do not stack. The changes made to the scenario rules was to allow me to build the two wonders off teh back and to give me great leaders to rush those wonders plus an iron clad to observe the effects.

The mathematics are valid and are not just projects but are what will happen if the change as described by goes into effect. There is no other way things can happen unless the change is changed or there is a bug in the change. And it is far better to argue about the change based on solid stats...
