I managed to build up a reserve army in the east guarding my border with the Romans. It was mainly acquired from converting leftover barb encampments and gifts from my 3 military CS allies.

I almost always reposition my settler but I settle in max 3 turns. Occasionally with America I spend 1 more turn if I sight a particularly great spot. The +1 sight of America is a huge bonus when repositioning your starting settler.

You're not necessarily forced to go all out at the beginning. There's 2 ways to play germany early game:
1. civil service "bulb" with furor tectonicus taking a backseat.
2. take honor tree and seek out barb encampments and longswordman rush.

I think the UA is balanced as it is, considering that the Ottomans have one excellent UU (janissaries) and a good UU (sipahi) basically at the same time. But it's not terribly fun as a UA though.
I love late game UUs so I like Germany, and I've managed to make them work. I'd rate it as an average civ.
But it does seem that there's very little love for Germany on the forums :(
