If it was a "feature" then I'd like the same logic be applied to my cities as well. Either way it should be better advertised, since right now it happens quite arbitrarily (turn xx, all cities go from x to xx defence).

There's some bug it seems, post turn 22, all Union cities went up to 24+ strength in my game. I did dally too long since I wanted to combine taking Gettysburg achievement with win Deity... It seems that cost me the run, since my rifled cannons barely scratch Washington with it's 55 defence...

There is definitely some bug with the city strengths in ACW. All Union cities are strength 33+ (even the ones with no enemy troops in them). I was pressuring the Union fairly easily on Deity, when I suddenly noticed my cannons doing a lot less damage. I checked my auto-saves and turn 20 -...

Something similar happens if I try to load a savegame from within a game. For me, exiting to the main-menu and loading from there fixes the problem.
