I am going to wait until I purchase a copy of the game and then work out the best strategy as Victoria. I will probably then learn from experience the best city locations and once I can win and repeat, I will progress in difficulty and eventually to the other leaders. This is off topic...

The ability to create a fleet or small fleets - a real pain when moving 20 or more naval units across a map for 5 or more turns.

Up your difficulty level and it will be the least of your worries :)
