No. Diplo victory is balanced, apart from TMIT's infamous cheesy AP wins.

It's never worked for me. The AI gets so many bonuses it's pointless to pilage - It's eaiser to just marshal all your troops to take a city. The ONLY resource worth pillaging is Copper / Iron in the early game.

I use the 1.5 workers per city rule, it works pretty well, up to the point you forget you need to keep building workers :lol: I also group my workers into groups of 2, what about you?

Leave it on. I never set the Esp. Slider to anything unless it's the end of the game or I'm running a EE ( Espionage economy )
