I believe the issue is the AI Objective.
They "Play to Win" rather than "Build a Civilization"
Its a zero-sum game, as there is no ability to jointly win a game.
You and your best-friend-for-life Ally can't both win, sooner or later you have to destroy each other so there is no reason to...
I go with the mechanical breakdown/human error idea. An aircraft that crashes is just as destroyed as one that is shot down.
This goes with any machine-based unit. Soviet tanks in WW2 suffered heavy losses just driving to the battlefield and the German heavy tanks at Kursk also suffered...
I believe a stack of 2 with a Diminishing Return of 50% for No. 2 would work, designating the Primary unit would allow either a better defended Archer or Swordsman with light ranged ability.
Hard limits would be useful to prevent Carpet o Doom. Also to prevent City Carpets if smaller tiles...

Like the OP I find CiV boring to play, in the early turns everything takes too long and once a decent army is built it feels like playing Sim Traffic Jam.
And overall the game just doesn't feel "fun" to play.

For me a key issue is that the hexes are simply too big for the game. I would prefer that the map "image" remain but with hexes a 1/3 to 1/2 smaller, so that one tarrain tile would incorporate 3 or a full 7 tiles.
A city would still use the current scale and simply incorprate a larger number...
I think tech diffusion is as important for gameplay as much as realism.
Currently it is too easy to get too far ahead/behind in techs and end up steam-rolling the enemy or getting steam-rolled yourself, neither which is "fun".
Dull/boring late-game is well known and going for a cutlure vic...
Germany had missiles because they beelined for Cruise Missiles and had too much science(Lib/Uni) and too few hammers(forge/factory).

Reinforced Units
Righto, here's my thoughts on some alterations. It's what the cool kids want.
Any 2 units should be able to combined into a Reinforced Unit "stack", however the stats would be affected in both a NEGATIVE and positive way.
This would allow for combined-arms units but...
