As others have said, Civ4 performance doesn't improve much with newer PC's. You just have to live with slow turn times.

Maybe you can consume a general to get 3-4 "governors", which have the ability to enforce vassalage. This would give great generals more options, allows for easier vassals, and is probably more balanced.

What about the ability to enforce vassalage, if the AI is weak enough? Maybe something like: If they have less than a quarter of your military score, you can consume a great general to immediately make them your vassal.

It shouldn't be a question of how many civs, it should be a question of how good each civ could be. In my opinion at least.

That's a very sensible UP :) I'm worried that bonus food misrepresents how Australia functions - success despite low population is part of the national character that I believe the mod should try and capture.

How about: Resource tiles with mines may be worked automatically (as in, no citizen is needed to work it). Would that even be possible to code?

I don't know if you are soliciting suggestions, but I threw together a half-decent proposal for Australia a while back. It might give some ideas or inspiration. For the purposes of this suggestion, I am assuming Australia spawns as a Vassal of the major colonial power on their continent...
